With the introduction unemployment pay of the II (ALG II) in Germany was given up the earlier distinction between people on social security and unemployed persons able to work.

ALG II

ALG II is the fundamental social security benefit for employable humans, who cannot guarantee necessary living costs from own Kraft. • Occupation pact for older ones
• Support by personal partners (PAP) and in particularly heavy cases (several alterable obstacles) by drop managers
• Integration subsidy and attitude subsidy as starting in work
• Entrance money for business startup promotion
• Measures for vocational further training (education coupon), in brief measures as training measure
• Agency third with the switching of long-term unemployed people

The unemployment pay II (ALG II) is:

• the sole responsibility of employable assistance-needy and persons, which live with them in a need community, strengthen
• contribute to the fact that these persons can deny their living costs independently of the basic safety device from own means and forces
• employable assistance-needy with the admission or retention of a gainful employment support and living costs secure, as far as they cannot deny it in other way.

Legal status 1 July 2006

The Bundestag decided 2006 changes of the unemployment pay II on 17 February. The changes are in the federal law gazette of 30. March 2006 admits made.

With their parents living unemployed persons young people received starting from 1 July 2006 only 80 per cent (276 "€) of ALG II. if it from the household of parents to take off want to set, must them from 1 April 2006 against before a request to removal, which requires a permission. Young persons, which referred their own dwelling by 17 February 2006, do not have in principle to parents back. It is however possible that young people with their own need community, who want to move, to which parents are referred back, since not only the Erstauszug, but also further removals are subject to approval.

Development law

Legal basis

The legal bases of the ALG II the second book social legislation contains - of SGB II as well as the regulation for the computation of incomes as well as to the of incomes and fortune with the unemployment pay ii/social money.

Grant and cost objective

Carriers of the ALG II are the agencies for work and the municipalities, either in working groups (ARGEn) or in separate working group, as well as the certified local carriers (option municipalities). Achievement-entitled

Achievements after the SGB II receive persons, those

5. have their usual stay in the Federal Republic of Germany (employable assistance-needy).

Achievements receive also persons, who live with employable assistance-needy in a need community.

Achievements after the SGB II do not receive persons, although they fulfill the above mentioned conditions, if them

1. longer than six months in (full) a stationary mechanism are accommodated or
2. Old-age pension after the SGB VI refer or
3. after according to the federal training promotion law or "§"§ 60 - 62 SGB III promotable training

Assistance needyness also accepted with employed persons, who could not exist due to their small earned income without additional social security benefits (Working Poor), or with unemployment pay receivers with particularly small ALG I, "Aufstocker so mentioned". In September 2005 there was already approx. 900,000 employed person ALG ii-subscriber, to that extent takes over supplementing ALG II already today actually the function of a legal country wide minimum wage. The number of the employed persons Aufstocker is further strong rising, since possibilities for the additional income and the fortune charge are more generously arranged in the SGB II, as in the earlier social welfare assistance.
