When one designates notice in the reference to the terrorism the actual act of violence, which terrorists cause. Crucially here the legal technical term is combination of terror.

With a notice and its prevention it concerns primarily an information projection/lead of the terrorists and/or security forceses. Because the advantage from terrorists is: They determine when, where, as and so on the notice takes place. For preventing of notices on the level of the security forceses one must be everywhere preventively present therefore and always count on a notice. That is naturally not realistic, which also a reason is, why notices from terrorists to today are possible.

Picture light will can this by the example of the hi-jackers 11 September 2001 in the USA: While a safety apparatus with tremendous capacities and many thousands of persons employed, global operating, was forewarned with the danger of the terrorism busy and even by preceding notices on the World trade center and plane hi-jackings in other countries, a small group of assassins, who were armed with nothing else as carpet measurers, could cause a gigantic act of terrorism.
