Karl young (* 7. September 1930 in break, "† 13. July 2005 in Berlin) be a German lawyer, civil servant and undersecretary of state in Federal Ministry for work. To at the end of 2003 was it acting chairmen of the federal committee of the physicians and health insurance companies. It became as a "“father of the nursing care insurance"” admits. Karl young participated considerably in the German social legislation.

Karl young began his career after his legal training 1958 as a judge in Hessen. Soon it turned to the social right. In the year 1961 it changed into the Federal Ministry for work, where it, after short intermediate activity for the Social Department to Baden-Wuerttemberg, took over 1983 as Ministerialdirektor the line of the department for health insurance and health care. Thus it held a key position of the German social politics.

Karl young was carrier of the Order of Merit, the earnings/service medal of the Federal Republic of Germany.

Work as civil servants and/or an undersecretary of state

Into the 1980er years worked Karl young intensively on it, over one hundred years the old Reich Insurance Code, which regulated to date the affairs of the legal health insurance to transfer into the SGB V. This came into force 1989 with the health reform law. With this law also the fixed amounts for medicaments were created. The fixed amount regulation was long time legally disputed and only 2002 confirmed the Federal Constitutional Court young to legal concept.

Together with the legal development of the nursing care insurance (SGB IX), with Federal Minister of Labor at that time Norbert Bluem, who advanced the political penetration, Karl young set himself a monument. It developed the nursing care insurance as reallocation-financed model and converted this in co-operation with Bluem.

In the years 1990 to 1991 Karl young was only active as advisors of the GDR Ministry of Health and took over after the reunification the line of the branch office Berlin of the Federal Ministry for work. There it participated considerably in the formulation of the agreement contract for the range work and social.

For its earnings/services young was appointed 1994, one year before its retirement, to the undersecretary of state.

Work as a chairman of the federal committee

After its separating from the Federal Ministry for work 1995 young took over the office of the chairman of the federal committee of the physicians and health insurance companies. There young participated in the preparations for the introduction of the medicament fixed amounts, which the committee had been assigned by law. In the year 2001 he transferred additionally the presidency in the coordinating committee for common tasks of the ambulatory and stationary medical supply (based by the health reform law 2000). During its activity as a chairman important decisions, so e.g. the Umsetung of the structured treatment programs for chronic illnesses, as well as approx. 100 achievement-legal guidelines for the health insurance companies were made. Karl young exercised both honorary offices by 31 December 2003, when both committees were dissolved by the GKV Modernisierungsgesetz and replaced starting from 01 January 2004 by the common federal committee.

Starting from January 2004 young engaged itself as an establishment representative for a planned donation for prevention and health care as well as advisor in questions of the social safety device, public health policy, rehablitation and prevention.

On 13 July 2005 Karl young deceased due to a lung illness in the citizens of Berlin
