The insurance number (VSNR) is a characteristic consisting of letters and numbers for the identification of insured persons in the legal old age pension insurance of the Federal Republic of Germany. It is called also old age pension insurance number.

General information

The insurance number was introduced 1964 together with the electronic data processing by the carriers of the legal old age pension insurance. Legal basis was first a general administrative regulation of the federation. 1967 were then regulated the use of the insurance number in the Reich Insurance Code. 1992 took place then to today valid regulation in the social legislation.

The insurance number is assigned by the old age pension insurances, thus in particular of the old age pension insurance of the federation and the national insurance offices. The assignment takes place officially, if a person receives an insurance account in the legal old age pension insurance. Each person receives an individual insurance number and keeps these in principle their life long.

This is normally with the entrance into the working life the case. Starting from 1 June 2005 in the context of the introduction of a indivdiduellen federally uniform patient insuring number, which is based on the coded old age pension insurance number, for each member of the legal health insurance a check valve number will assign. That means that in the future already newborn child receives a check valve number. For this circle of acquaintances the social security document of identification is however only provided with the first admission of a gainful employment.

The assignment of a check valve number for all citizens is necessary due to the introduction of the electronic health map, which gradual is to be inserted starting from 1 January 2006 in the legal health insurance.

Purpose

The insurance number serves similarly as a file reference as identification and organization characteristic. Contrary to a file reference it is characterised however by two special characteristics:

• The insurance number changes in principle never; it accompanies the insured one by its whole life.
• From the number can be pulled conclusions on certain characteristics of the insured one.

Structure

The structure of the insurance number is legally fixed in "§ 147 to social legislation of the VI. The details are regulated in the regulation about the insurance number, the account processing and the insurance process in the legal old age pension insurance. The old age pension insurances may not deviate from these definitions.

With insurance number assignment after 01 January 2005 can be derived from the program number, which old age pension insurance the insurance number was assigned to the assignment at the time. Change

Each person keeps in principle the insurance number, which was assigned it by the old age pension insurance.

A change takes place, if a number were assigned inadvertently several times. In this case all persons concerned receive new insurance numbers. The old number becomes closed. If a person has inadvertently several insurance numbers, all become closed up to one.

The insurance number can be changed on request, if registered date of birth proves as wrong or a first name or a change of person condition lets the insured person accomplish after the Transsexuellengesetz.
