The basic safety device at the age and during acquisition reduction is similar since 1 January 2003 in Germany existing need-oriented social achievement, to the social welfare assistance. Persons, who in the long term separated their living costs not by age or acquisition reduction from the business life and deny can, receive thereby an achievement, with which that can be covered soziokulturelles subsistence level. The unique aids of the social welfare assistance (e.g. for furniture and clothes) were replaced by a monthly lump sum.

The course should be saved to this circle of acquaintances to the Sozialamt and prevented by the basic safety device to hidden age poverty. For the same reason the under obligation to pay alimony ones are not consulted in principle for the payment. The income of the children and/or parents is only considered above a free allowance at a value of 100.000 "€ (with children individually in each case, with parents jointly).

From the social welfare assistance (basic safety device at the age and with acquisition reduction as well as assistance to living costs) the basic safety device for job seekers is to be differentiated, the persons received, who can be gainfully employed more than three hours daily, as well as their member, who do not have requirement on basic safety device at the age and during acquisition reduction.

The remaining purpose of the basic safety device at the age and during acquisition reduction is to that in the renouncement of the maintenance resort opposite children and parents of the entitled one, if their incomes does not exceed annually 100,000 euro, on the renouncement of the adhesion inheriting for furnished achievements and in the restitution proceedings "§ 34 paragraph 2 of the rent subsidy law, in which the federation annually refunds (after present conditions) 409 million euro to the municipalities for extra costs of the basic safety device at the age and during acquisition reduction.

The basic safety device at the age and during acquisition reduction is to differentiate of the basic safety device for work-looking for, which is more well-known under the designation unemployment pay II and is paid in the course of the Hartz iv-reform starting from 1 January 2005.

Legal bases

Since 1 January 2005 the achievements of the basic safety device in consequence of the Hartz iv-reform determine themselves according to the SGB XII, which regulates also the social welfare assistance. The rule sentence calculation contains an extensive composition of unique achievements, as there were it already before in the basic safety device ansatzweise. The monthly rule set amounts to 345 euro in the old and 331 euro in the new Lands of the Federal Republic; after old regulation an amount of 295 euro applied.

From 1 January 2003 by 31 December 2004 the achievements of the basic safety device were granted after the basic safeguard law (GSiG).
